Mayor Rating Bug - Impossible to get Negative Mayor Rating

For some odd reason, every city I build, will always have a positive mayor rating. Not necessarily being 100% as well. In fact, I have never gotten 100% mayor rating! Usually it is around 60% at its lowest and 80% at it's highest.

 

Now I did a test to see if it was even possible to get the mayor rating down, as it seemed very rigged after a while.I found it IMPOSSIBLE. No matter what I did in attempt to make my Sims be mad, they always loved me. I TRIED to make Sims unhappy in every single way possible, however it was still positive!

 

Another thing I noticed is that mayor rating will seem to go down, but after a little amount of time, it goes right back up to where it was in the first place!

 

I am not using ANY mods on my version of SimCity and have never installed any. I have SimCity 4 Deluxe so I have the Rush Hour Pack included with it. I've tried looking for mod patches to fix this, but I couldn't find anything, so here I am.

 

Any solutions?

Are you up to date with all the published patches?  If so, your game build version will be 1,1,640.  Locate the SimCity 4.exe file on your system and hover your mouse over it.  This should tell you what version you have.  It is not 1,1,640, post it here and we'll help you get to where you need to be.

I'm also not sure why you'd want to do this.

But to achieve a negative mayor rating, you'll need to think like the evil arch enemy of SimCity, Dr Vu! The top mayor rating reducers include:
 

  • Toxic Waste Dump (-10, radius 440)
  • Army Base (-7, radius 440)
  • Federal Prison (-7, radius 440)
  • Casino (-7, radius 440)
  • Missile Range (-5, radius 440)

They all have two things in common, either producing large amounts of pollution or encouraging crime. If you place any of these structures near your Sims, it's bound to negatively affect the mayor rating.

Also, build industry near residential areas, which will cause widespread pollution. Create nuclear meltdowns, reduce the funding of all services and maximise taxes. Failing UDI missions can also contribute, as a short term influence. Basically, just do everything you wouldn't normally do when managing a good city.

In short, throw the textbook out the window! :P

Why do you want to get a negative mayor rating?

 

Over the years of me playing this game, I've done all of this in my cities and it's always been positive. I've never gotten negative mayor rating in ANY of my cities whether they were good or bad.

 

Probably should have worded this a bit differently... No bad things I put in my city or things I do (pollution, crime, congestion, etc.) will cause negative mayor rating.

 

And yes, Nonny Moose, I have a version that is WAY behind. I never knew they released patches! XD I have version 1.1.610.0.

 

My friend also has SimCity 4 Deluxe version 1.1.641.0 and he claims to have to same exact problem, after I had a talk to him about this, but he has it on steam, if that matters.

Well paulytools, most people bust their behinds trying to keep a high mayor rating in the game.  I mean, that's part of what the game is all about.  So it's kinda odd to encounter someone who wants to see it drop.  BUT....to each his own, my friend.  I think I feel pretty confident in saying we're probably not going to be able to tell you how to get it to crash, but hey - welcome to Simtropolis.  I hope you enjoy your time here! :)

Thanks, but why is everyone not understanding what my problem is?! I am not TRYING to get negative mayor rating... I am trying to fix a problem WITH the mayor rating... :L Because I am pretty sure the mayor rating goes down when you do the following:


 

 

- Be evil

- Heavily pollute cities

- Cause power outages

- Cause sanitation problems

- Fail missions

- Build no service buildings for the people (education, safety, health, etc.)

- Basically do nothing to help the city

 

Now for the third time, I have TESTED with this and the mayor rating would never go down. Even in current cities I have had, I built the supposedly BAD buildings in my city and nothing happens.

 

Is there something else I need to clarify here?!? 

 

And believe me, I have built probably over 1,000 cities so I am pretty sure what I am talking about.

 

But yeah, I own a hard copy of SimCity 4 Deluxe which has the old patch so I will go and install the newest patch of SimCity if that is the problem. I hope that the patches fixed this because this mayor rating thing makes building cities too easy. It literally takes 1% effort to build a city with positive mayor rating for me. :/

 

Hopefully you guys can understand better of what my problem is! :c

I do understand what your problem is.  I just don't understand why it concerns you so much, that's all.  I don't think your game is broken or malfunctioning, if that's what you're worried about.  Maybe your sims just think you're cute or something, so they find it hard to hate you.

 

Okay, seriously....as I said in my post above, I don't think anyone is going to be able to help you fix this problem.  Why?  Because Cycle Boom has already told you what can be done to bring your mayor rating down.  Beyond that, I'm not sure there's much more advice we can offer.  It might possibly have something to do with your unpatched version, but I highly doubt it.  The patches are meant to improve the game and fix bugs, not make the game more challenging and harder to achieve a high rating.

 

I suppose the only advice I could give you would be to simply try everything you can to tick off your sims.  Don't give them any parks.  Make them drive on streets all over the city....no high capacity roads or avenues.  Put a dirty industrial zone in the middle of every residential zone.  Get rid of every single landmark you might have in your city.  And maybe try this mod to see if it helps bring your rating down:  

 

Then let the city run and run and run on high speed for many sim years.  Don't interfere or add anything or address any issues at all.  Eventually the rating should come down.

If you understand then why are you telling me ways to reduce the mayor rating when the mayor rating is bugged for me? D: I am getting a little bit frustrated trying to explain things because it sounds like you don't know what my problem is. So, here's an example of a city that everyone loves according to my Sims:

 

- Extremely high air pollution in the residental district (because of dirty industry)

- No recreational facilities

- Highly congested

- No health services, safety services, educational services, or any civic services

- No landmarks

- High taxes on current living citizens

- Extremely high water pollution in the residential district (from agriculture and dirty industry)

- The casino, prison, army base, rocket testing base, Dr. Vu's area 51 and toxic waste dump all placed in a city

- High crime rates all over the city

- Not enough energy (blackouts everywhere)

- Not attending to disasters (fire, for the most part)

- Making Sims jobless

- Excessive garbage in the city

- Abandoned buildings

- Commute times are long

 

That's as much as I could think of to describe my city, a wasteland, you could say.

 

But my Sims love me. The reason why I am concerned about this is that it makes me not wanting to play because of how this is. Very unrealistic if this is how SimCity is, I mean you can just get all your profits from all the buildings and just go without a care in the world! My SimCity has always been like this, so I don't know if this is right or wrong.

 

If it is right, SimCity is pretty annoying to play if you can't even get a realistic view from your citizens. It seemed like it isn't meant that way because of how the advisors are always screaming at me about stuff in some cities I have. They are very picky, but my Sims are not. I think that is a problem. Just like in a real city, if they had all that stuff I listed, I think I would go crazy, and not to still love my mayor.

 

I was just hoping if you guys would have a bug fix to this, or some sort of solution to sort things out, because I would like a realistic game!

I tried to get the patch as well, but I couldn't seem to find 1.1.640.0 patch so I guess I will have to wait for someone to help ...



Either way, I still need the newest patch if anyone could help me with getting it because first of all, I don't know where to get it and second of all I don't know how to install it.

Okay, fine.  I must have misinterpreted your comments, because I thought you were trying to get your mayor rating to come down.  Instead, you don't know why it stays up even though you've tried to bring it down.  Here's the short answer:  I don't know what to tell you.  Period.  I don't think any of us do.  Let me give you a bit of advice:  calm down!  You've made all of 4 posts since you've been here, and that's been less than 24 hours ago.  So you have no right getting frustrated with us.  We're trying to understand.  I confess, I misunderstood your posts.  My bad.  I'm only human.

Just save it, then unzip it and run the file.  It will install the update automatically.  Make sure you select the proper patch for the region where you bought your game.

My friend, we will always strive to help you if we can.  We don't always have the answers, but we aren't going to brush you aside out of spite. ;)   But to be honest, your problem leaves me scratching my head and I truly don't know what to say about it.  It's just odd.  I've never heard of something like that happening.  It's as if your game exists in a parallel universe and does everything the opposite of what it's supposed to do.  You said you haven't downloaded any mods, but I'd almost swear it sounds as if something has been inserted in your game which is causing the opposite effect of what is supposed to happen.  I'm sure it's frustrating for you.

 

Let us know when you get the patches installed.  In the meantime, someone else might come along who can help you better with this. Given it's the weekend, there may not be many people hanging around the forums who could give you a different perspective on this.

Just a theory, but when you started your city, what level of difficulty did you choose?  Easy, medium or hard?  Maybe if you choose an easier level, the mayor rating is rigged so it can't go below a certain level.  Say, if you choose easy, the mayor rating has a lower limit of 60%.  As opposed to if you choose hard, the mayor rating has a lower limit of 0%.  It's just a theory and I have never tested it before.  If you want to test it you can create 3 identical cities set at different difficulty levels and see if the lowest mayor rating you can reach is different.

Here's a quick little test (empty plugins folder):

Taxes seemed to have the biggest hit on my rating - and once I shut off power everybody left (duh), which dropped the mayor rating to 0.  I don't think you can have a negative mayor rating... just my guess.  But you can see that a rating below 20% is possible.  I only added a power plant, streets and RCI zones - nothing else.  And this was on the hard difficulty.  Hope that helps a bit.  I'm guessing that Sims are easily pleased.

Yeah but even after I've had some "fun" with a robot attack andmeteor strikes and half the city is destroyed with no water, power, etc I still have a favorable mayor rating. (Little do they realize I'm the one that caused the destruction MAHAHA!!!)

I think we have a challenge - The first person to post a picture with a negative mayor rating, and a description of how it was accomplished receives a free Lot (let me know what you want, and i'll whip it up)

Maybe your Sims are too stupid to know they don't have things so good. LOL Are they educated? R$ are happy just about anywhere with (or without) anything. Give them some schools and hospitals a taste of the good life and then take some of the NON-ESSENTIALS away. The rating may or may not go negative but I think it is a sure bet they will NOT be naming their kids after you then.

I'm teasing you, of course.  But I really do look forward to them when you have a chance to make them.

 

I highly doubt I'll be able to bump that to the top of your list, though.  My mayor rating is at 100 right now, and doesn't appear to be dropping anytime soon.  BUT....one can try.  I just need to make sure I have a backup of the city in case I accidentally save some unfortunate changes.

Well, I see what you did but usually when I do that they just end up moving out all together because of the very low desirability.

 

Oh, yes, so the patches did nothing as well. It's exactly the same. Sorry about the late reply, I've been playing SimCity 5 lately, and forgot about this mess. So yeah, I am pretty much hopeless. I have no Idea how you did that, because yeah, a lot of people I know who play SimCity 4 have the same problem (going no more under than 0).

 

I still can't believe you had to try THAT HARD to get a 0% mayor rating. It should be easier to displease your Sims than to make them happy. I mean, I actually would rather play SimCity 5 because of how easy it is to play SimCity 4 because of this glitch.

 

It's nothing new, it's actually always like this for me, I just decided to point that out now from when I first started this forum discussion :/

 

Also another thing, I can't even seem to play SimCity 4 without crashing and losing my work when the population of my cities are around 50,000. So it's unplayable for me at that stage too. But sometimes it doesn't do that. I don't know what's going on, I think I'll just play SimCity 5.

This is a known problem with the crashes.  If you do an internal save (CTRL+s) every 15 minutes or so, this helps prevent this.  It is due to some bugs that are not seen unless you are running on a fast, modern processor.  Seems to be built in to the kernel so it is unfixable.

 

Also, do you have the option -CPUcount:1 set in your command target?  This seems to help many W7 users.

I do save intermittently while playing but you know, sometimes it's unexpected or I forget so it's rather annoying to do so.

Congrats euverus - that is an impressively low mayor rating  :thumb:

I'm curious how you achieved that - It looks to me like you plopped the military base and smogged the place up pretty well.

 

@paulytools:  I would look at the mayor rating as more of an approval rating (0 being the absolute worst).  It appears that you can't get below 0 without using large NIMBY buildings such as the military base.  But you can run a city in the 20-30 range as long as you don't give your sims anything but the bare necessities.
