Loss of population on startup, that recovers within a year

First time i have ever created a city with this size population 250k I know its not big compared to some of you on here, but for me this is big!

Evertime, I start playing this city, the population drops from 250k to 150k, I do nothing to correct it and within a year the population is back up to 250k again.

Any ideas? Or is this normal, and just nead the simulator to "catchup"?

Check your population by age graph. A city that size gets into cycles as Sims die and are replaced by new young Sims. You should always keep an eye on this, and if the graph get skewed to the right, do something to attract more young Sims.

Nonny Mouse! Thanks I've always wondered how to use the age data! I notice at 250k cities begin rapid and large population swings, your situation sounds like a bug though

Nope. Just a good simulation with the subject people being born, living their span, and dying while being good little Sims. Statistical simulations go through cycles if they are based on a 'human' population.
