i am releasing SUGC's secret weapon SimCityPak4.0 yes the BIG ( FOUR POINT O ) the one that we have been using is now for you guys to use ok a few things to note i would like to thank oppie for letting me release it along with the script and guide, and i would also like to thanks SUGC, but due to this being oppies simcitypak i will thous paste what he wrote on codecomplex

What is SimCityPak?
 
It's a work-in-progress tool that aims to be the iLive Reader equivalent for SimCity 2013. It allows you to view and edit the game assets contained in .package files.
 
What Does The tool allow us to modify?
 
 
• property files
• Javascipt/Text Files
• Textures
• 3d Models
• Buildings
 
What will we eventually be able to modify?
 
 
For the foreseeable future, we will only be able to make visual modifications - changing textures and 3d models is technically a possibility. Gameplay variables such as capacities, costs etc. are stored in the so-called "EcoGame" folder. These specific packages also exist on the servers, and any action made in-game is checked against the server side version of these packages. Any discrepancies will result in rollbacks. The only way we will ever be able to add any truly new content (buildings etc.) or to change the data in the EcoGame folder is if Maxis updates the game to support this - they have hinted that they're looking into the possibilities for official mod support, but no specifics have been given yet.
 
Will u be banned for modding?

Why is everything in dutch
 
Some time ago I built in a function into SCP that allows for pulling instance names from the locale files; everything that has either an agent name or unit name will be identified using the in-game name using this option. Since SimCity doesn't allow for changing languages (something I think is rather stupid, but that's beside the point), I only have the Dutch locale file available, so in the SCP default database everything is in Dutch. 

How you can change the descriptions into your own language;
In the SimCityPak settings page, you can select your locale file. This will make sure that any names will be pulled from there. To also update the names in the database, you can then use the 'Tools -> Load Instance Names' option to populate the database with names loaded from the locale file for the package file that's currently opened.[/size]
 
How can i contribute
 
There's still many things to do, so every contribution is more than welcome. If you think you've got what it takes, take a look at the Issue Tracker ([/size]http://simcitypak.codeplex.com/workitem/list/basic).

Also, experiment! There are already many possibilities for mods - all it takes is dedication and a lot of digging into package files. However - remember to make backups often and to always test in a non-public, disposable region.

FYI.. OPPIE HAS GIVEN OUR TEAM PERMISSION TO USE AND DISTRIBUTE THIS ON HIS BEHALF.

 

He has been busy the last several months since the beginning of summer.  He has some bug fix's and further updates that will come out however since we have as a group used these tools and others as a way to produce mods for the community the team wished to push these out so that everyone else could have a wider variety of tools to use for modding efforts of your own.

 

DANNY NOR ANYONE ELSE IS CLAIMING OWNERSHIP OR PRETENDING TO BE OPPIE.  We are doing this on his behalf until he can get time to get back online and update the tools himself to 4.1 or 5.0.

 

This 4.0 tool is now 3 months old and although has some bugs and issues it also allows some more advanced options and insight into the modding efforts that earlier versions would not allow us to do to get where we currently are as a community or the SUGC modding group has.

 

WITHOUT OPPIE, WITHOUT the tools we have at our fingertips that were programmed by OPPIE and many others.. none of this past summers efforts or talent would have been put together to produce the quantity or quality of mods that we have worked so hard to deliver to the community for the community from the community.

 

We hope you enjoy the mods and the tools since these can all benefit everyone whom wishes to get more involved.

Anyways, if anybody want to change/work with ( "the 3D - path files" ) The SimCityPak 0.3.0.0 <-- (click to download) version is very stable considering. However, like just said, that version is missing some improvements (features) that is available in SimCityPak 0.4.0.0 Due I fail to see how that matters as its near impossible to work with the ( "the 3D - path files" ) using that version, and thats not just me saying...

 

Finally, If anybody misunderstand anything I've just written, this seems to be common with ppl that don't know me. I want to make perfectly clear. That I REALLY! appreciate the work of Oppie, SimCityPak is an amazing application. And once you learn more and more, you also learn how to avoid the app from crashing hehehe ;) keeps up the hard work Oppie! /Blackkatt

We can transfer these files over to oppie's account when he finds the time and needs to update the files. Just message a STEX mod if you want these changed to his account in the future.

Could be a glich in the program or the .obj is in a slightly different format the program can't

understand or the .obj is corrupt.

I was hoping the major bug from 0.2 would be fixed, but it's still there. Here's how to reproduce it: open SimCity_Game.package; search for lowdensitystreet; click the first result; click off it then back on; CRASH! It also won't let me export it and I need that file for a mod I am trying to make.

I cannot get Simcitypak to export max 3ds material files... The program always crashes.. Can anyone please help?

    • In case you're interested this is what I've got after extracting and installing the appropriate files.  Really no difference at all compared to when I first wrote you.
    • Do you know whether or not this file is compatible with SC4 on Steam?  I extracted the .7Z file and installed the files and I've still got nothing but a big blank lot.
    • Ahh, gotcha.  I'm using a Mac.  So the .7z file needs to be extracted.  That part I wasn't aware of, I just loaded the 7z file into my plugins folder.  I'll give it a shot!  Thanks!

Ah yes, those real-estate photos - I had, in fact, seen an article about that blog somewhere and nearly forgotten about it afterwards, but then my sister gave me a tear-off calendar for Christmas: every day a horrible picture and a great one-liner. I love that stuff.
    • @nycsc4 ... This file should only include the texture and lot files - due to copyright reasons I have to link to anything that is not mine (the stadium in this case). I'm not sure what you mean by the "invisible KS file." On the OneDrive, there is a button for KS_AllianzArena 15x12 which once downloaded, will give a *.7z file. If you're using the default windows extractor, it may be a problem (not sure if it can handle 7zip files or not), but something like winrar should unzip it just fine. The .desc and .model files you need will be right there. Let me know if that's not working for you.
