  1. Ah, Utopia. A place where everything is perfect and everyone is happy. You'd expect that in a place like this, the population would elect a responsible figure to lend a guiding hand, right? WRONG! Apparently your city was dumb enough to elect just about anyone and it just had to pick two of the dumbest, most unqualified morons of them all. Since when did people think electing Beavis and Butt-head would be a good idea? And how can a city possibly function when these high school rejects have only chicks, nachos, and heavy metal on their minds? Get ready to find out and hope to God they don't touch that FIRE TOOL!   About the upload- This is a replacement for the text that appears as you are loading a city tile. Several lines reference episodes from the show and several were written similar to how the moronic duo would act if they were elected to city hall.   Dependencies? None.   This mod was based on Craig-Abcvs' Text Loading Mod. This file is not for everyone, as it contains crude humor and mild language, possibly making this file the most immature on the Simtropolis Exchange.   Beavis and Butt-head are not role models. They're not even human. They're cartoons. Some of the things they do would cause a person to get hurt, expelled, arrested, possibly deported. To put it another way- Don't try this at home.

  2. Version 1.0 Finally Released!!!! Scroll down to see change log for Version 1.0
     
    This is the real, legit SimCity 4 3D Camera Mod; It allows you to finally run SimCity 4 in Full 3D.(the other one is a fools joke, this one's real!) I found that in the DAT file editor, after hours there was a way to make the game full 3D, and I was able to write a code for a special engine to actually render this game in 3D! Obviously, this game wasn't designed to run in full 3D, so there are a few limitations.
     
    So first, there are a few minor Bugs/Limits, nothing too bad (Most of these are fixed in the first version!)
     
    - Sims appear over 9 feet tall; I don't know how to fix that.
    - Zones tend to clip into the ground sometimes
    - No 3D Region view
    - Large maps run extremely slow, even in my system (GTX 980 SLI) around 2-3 fps
    - There is no sky above (obviously since it's not meant for 3D), and there's no way of adding a skybox. This mod is best for screen shots for SC4 journals, and that's it.
    - Crashes every 2-3 minutes
    - Is not playable after around 1000 Sims
    - May cause permanent map corruption (BACK UP YOUR REGION BEFORE INSTALLING THIS MOD!)
    - Clouds don't work
    - Shadows only work in Software mode
    - U-Drive it mode is unplayable 9/10 times
    - Night Lights don't work
    - Back of building models missing
    - Crashes during start-up about 90% of the time
    - God mode doesn't work
    - Saving crashes the game
    - Exiting to region crashes the game
    - Exiting game crashes the game
    - Taking screenshots crashes the game
    - Taking Print-Screen screenshots crashes the game (It took me hours just to get the screenshot you see above)
    - Taking a pic of the monitor with your iPhone/camera crashes the camera and game.
    - NAM/RHW/NWM crashes the game, but does work sometimes
    - All tree mods crash the game
    - Some buildings are missing textures and may appear as perfect 3D brown boxes. If you see one, back slowly away and don't make any sudden movements.
    - Animals in God mode crashes the game
    - Mayor mode doesn't work (Crashes if you click on anything)
    - Some LODs look like Nintendo and PS1 graphics in a blender and thrown up
    - Mountains don't work
    - Hills and valley have several glitches
    - Water may not be wet enough
    - Grids crash the game
    - Opening an existing city crashes the game
    - Boats look like they're floating in the air
    - Airplanes don't work
    - Particles don't work
    - Bull dozer crashes the game and doesn't work
    - May cause minor frustration
    - Sim-Mode crashes at selection screen, if it does work, it'll crash at the panel
    - Region-view crashes even in 2D for no reason
    - The introduction still work
    - Disasters work but game crashes when clicking the disaster button about 99% of the time
    - Obliterate City Crashes the game
    - Reconcile button crashes the game (Even staring at it will crash the game)
    - Mayor panel and taxes may crash the game
    - Music doesn't work, turning it on crashes the game
    - Sound does work but may sound like in a blender, and causes CTD
    - Street signs labels doesn't work
    - May do nothing a few times
    - Uses only one-core of a CPU
    - If you crash a plane into a building like 9/11 in the 3D U-Drive it (Which doesn't even work) your PC may explode
    - May cause depression
     
    Warning!
    May cause thousands of tiny sims to colonize and build cities in your living room or bedroom. Keep an eye out for little zones around your house every hour or so. This is a side effect of the hyper-simulation of the game to allow it to run in full 3D. It is currently unknown why this is happening, but I am working on a solution.
     
    This mod is a work in progress so I'll try to get past some of those little bugs. Some of these unfortunately are hard-coded into the .exe file, I'll try to make less bugs next time.
     
    If you can get past these limitations, you'll find it's a very good mod! No dependencies
     

     
    To install:
    Unzip the .dat file and install into Plugins. It's that easy! Make sure to remove every other mod you have first and backup your region!
    To adjust settings, right click on the .dat file, click on open with- choose notepad and there you'll see some settings to change.

  3. Are you tired of props disappearing in your city? Prop Pox plagued cities can be a real eyesore. Rescue is on the way with the Prop Pox Exterminator! Install this package in your plugins folder and the Pox will be gone! Located in the parks menu, plop this one 1x1 lot somewhere in your city, save it, load it again and see the wonderful effect of this mod.

    For this mod, the latest research about the Prop Pox has been used to solve this problem once and for all. One of the main causes of the Prop Pox are odd logarithmic structures that are assigned to some lots. Omitting them by using some clever work-arounds to fix these lots will solve the Prop Pox issues. Let your cities return in their full glory will all props restored! Solve your prop pox problems once and for all!

  4. The free camera mod for SimCity 4 is here!
     
    Some old lurkers may know that in a press conference some ten years ago or so, a few of Maxis' top devs stated that a free camrea was planned for SC4 originally. However, not that far into the project, the idea was dropped, due to it making the game too CPU heavy. After months of digging around in the deepest and darkest cavities of the game, I am now ready to release it on Simtropolis! All in a simple .dat format, ready to be dropped in your plugins folder. 
     
    Beware that this mod is quite CPU heavy, even with today's pc standards. Not a problem for powerful rigs, but medium pc's may experience a slight fps drop. This should be possible to fix by disabling shadows, though. If you have a low-end pc, I guess you'll just have to get used to the game lagging. 
     
    Have a good time, and if you encounter troubles, remember to have a look at the upload date. :)
     
    Edit: I'd like to thank Samerton for this wonderful image. I was going to get one of myself, but my game kept ctd'ing (for other reasons), and after a while I just gave up. Please note that Samerton uses some color correction mods, and the game will look slightly different than in the picture. :)

  5. Hello here is a small mod,
     
    What this mod does is that it increases the number of doctors and the capacity in both the clinics as well as large medical centers.
     
    So after installing this mod, you won't get the message saying that "No - funding flu" and also u won't find any strikes in any one of the medical centers.

    This mod Is pretty comprehensive, with much more detailed textures. Be aware at around 40MB you may find your game loading slower with these installed. In-game performance should not be affected though. Whilst the mod is designed to compliment HD Terrain Mods, none of the included textures are themselves so-called HD. All are standard 128x128 textures and will run with software rendering. Bear in mind though that Hardware rending is required to use a HD Terrain mod in the first place.

  8. Intro
    The SAM (Street Addon Mod - NAM) is one of those indispensable mods, adding a wealth of variety to street networks. But SAM 6 however was a little too bright for my tastes, so I've darkened it to reduce it's visual impact. This is one of those little things I often tinker with, I figured some others may find a use for it too.

    On the way I've added optional support for the following:
    Full EU Textures. Additional crossing support for both PEG205 and RealRailway (RRW) crossings. Modified many avenue and rail pieces to add grass to better blend in with your game. Install
    First, note if you are updating from v1 of this mod, you need to remove that manually. Find the folder z____MGB Darkened SAM-6 Mod (assuming you used the default setup) and simply remove it.
    Run the included .exe Installer, built with NSIS. It will allow you to choose from a number of options and then install the files you need, simples!
    If you don't like installers or are a Mac/Linux user, the option is there to open the archive with 7zip or similar. However it may be tricky to find the right options, not a lot I can do about that sorry.

    By default this mod will install to the directory z____MGB Mods/Q - SAM6 Darkened. I highly recommend you DO NOT change this. It's been smartly designed to integrate with many other mods if left alone.
    Users of the RRW Reskin will want to manually delete the rail textures after install file (SAM 6 Darkened Rail - RRW.dat) or overwrite it with the equivalent from RUM for RRW. (note this is not yet in place at the time of writing).
    Please read the included readme, as always it contains important information. As for all my mod, after installation, you can find it in:
    My Documents\SimCity 4\LEX_Downloads\MGB Mods
    This is to avoid clutter in your plugins folder

    All are in individual files, are driveable and will front up in expensive neigbourhoods.

  10. Update: Added download options with no grass around roundabouts.
     
    This Mod does a number of things to your roundabouts:
     
    1. It adds a range of options to the center of your roundabouts.
     

     
    2. It fixes a few issues with certain tiles that were not aligned properly.
     

       
    3. It removes the last remnants of baked-in maxis white sidewalks from the roundabout textures, allowing your installed sidewalk mod to shine through.
      
        Please note it works without sidewalk mods too, in which case you'll just see the normal maxis sidewalk as shown here.
     
     
    The mod is available for normal maxis street users as well as for people who use Rivit's excellent [stex=25404]Urban Tarsealed Streets Modd[/stex].

    Installation:
     
    1. Unzip the file,  then move the z_____RoundaboutFacelift folder into your plugins folder.
     
    2. Open the z_____RoundaboutFacelift folder and navigate to the Road folder.
     
    3. Pick a file according to your preference (See included images) and delete or move the rest out of your plugins folder.
     
    4. Go back to z_____RoundaboutFacelift and open the Street folder.
     
    5. Pick a file according to your preference (See included images) and delete or move the rest out of your plugins folder.
     
    n.b. You can have different options for road and street, for added diversity.
     
    6. Enjoy your new roundabouts.
     
    (Make sure this mod loads after the z___NAM folder, and any other folder that alters your roundabouts, such as Rivit's TSR.
    If you aren't the type that changes folder names everything should work if you keep the names as they are).
     
     
    To uninstall simply delete the z_____RoundaboutFacelift folder from you plugins.
     
     
    Dependencies: Network Addon Mod with Euro textures.
                             RVT Urban Tarsealed Streets (For the RVT TSR version only, obviously)
     
    Recommended: Magneto's T21 Trees for roundabouts, they add a nice touch! (You'll want to avoid using the "Sidewalk" option for your roundabouts if you use Magneto's trees, or you'll get flora growing on solid sidewalks.)
     
    If you find problems with the Mod and feel the need to downrate it, I would appreciate it if you leave feedback on your reasons for this. This way I can try and remedy and improve the quality of my work for future releases. Thanks!

  11. MGB presents... Cataylst's SAM7 Bikepaths V2.1
    Note: For the Terrain Grass NAM (TGN) variants of SAM7, please click here instead.
    Installing this mod will change the regular SAM7 Asphalt streets from the NAM to new ones which include bikepaths. Options include LHD/RHD and EU/US Textures so this should work well with almost everyone's configuration.
    Every one of the SAM textures has been remade so you should not end up with any unmatched parts, this includes the Wide Radius Curves from the NAM's Rural Roads feature, a replacement for the RTMT on street SAM7 stops and for the High Speed Rail over SAM7 street. There are also two options for the rail crossing textures to match both the Real Railway (RRW) and PEG's 205 Rail textures.
    V2 Features
    Further texture improvements. Thanks to Girafe for feedback. Additional (optional) T21 mod for adding bikes onto the streets New installer, makes installation much simpler. Please remove old versions before installing. TGN-Compatible versions of SAM7 now available. Dependencies 
    The base mod is simply a texture override for the default SAM 7 streets that comes with the NAM, therefore the NAM and specifically the Street Addon Mod (SAM) must be installed for this mod to work. There are no dependencies required for the base texture mod, however certain addons require dependencies as follows:

    You may remember an earlier post featuring several new "skins" for the vintage wind power plant. While each bore minor cosmetic differences, they all shared the same default model shipped with the game. A few attempts by others to redesign it lacked animation, functionality, or both. Now, the power of choice has come to the smallest form of renewable energy with two completely reworked prototypes. The first from CitiesXL distinguishes itself with a stockier, slightly weathered tower, stout rotor blades, black generator vents, and external access ladder. Another from Tropico4 sports red tipped, prominently pitched blades, an intricately decaled nacelle, red blinking anemometer, and optional classic base. Both come fully animated, stand firm on 1x1 slope friendly foundations, and share all other characteristics of their predecessor without any dependencies. Available HD textures provide you with the following six options:

    CXL Wind Power Plant.dat - Installs HD textures from CitiesXL with transparent base but requires hardware rendering.
    CXL Wind Power Plant-256.dat - Installs textures from CitiesXL with transparent base compatible with software rendering.

    Usage

    I've tried my best to make sure that these props have super-small footprints, so that you can get them into tighter spots, this also means they will happily overlap each other too, so go careful with the clicking. Each MMP has a Blank prop so if you do mess up, keep clicking until the prop is removed and you can try again nearby if you wish.

  14. Do you use the Maxis Highway Override Mod which came with the NAM a few versions ago, otherwise known as Project Symphony? Are you also using the Overpass mod from the Japanese NAM Facelift Mod? If so, you'll want this compatibility patch which updates all the models to cross MHO.
    Note:
    An earlier version of this file was previously included with my MHO Patch Mod, which is now obsolete.
    Please update your NAM version to 35 or later which includes all the other fixes and much more besides. If you previously used the MHO Patch Mod, you should remove it's installation folder/contents entirely.
    I.e. the folder "M - MHO Patch" inside the "z____MGB Mods" folder.
    Dependencies
    SC4 with NAM (version 35 or later highly recommended) and the Maxis Highway Override installed.
    The Alternate Overpasses mod from the Japanese NAM Facelift Mod (full details/links/tutorial can be found here).
    Installation / Load Order
    Load order for this mod may be a little tricky. The Jap NAM Facelift mod must load after "z___NAM" to work correctly. But this mod need to load both after that and also the Jap NAM Facelift mod.
    I've actually included with this mod a dedicated folder where you should move the Jap NAM FL mod, to ensure everything works. So when you extract the included .zip file, you get a folder "z____MGB Mods", including two subfolders "A - JapNAMFL" & "Z - Final Load". You should copy the extracted folder into the root of your plugins folder. If a prompt appears, click OK to Merge/Overwrite any files/folders. Then find the installation folder of the Jap NAM Facelift mod and place it inside the "z____MGB Mods\A - JapNAMFL" folder. This is the one and only supported setup. If you need to manage load order differently, that's totally fine, but I won't officially support this.

  15. fireworks

    Happy New Year everyone!

    This is a set of pre-programmed land and water-based (barge) lots, allowing you to create your own custom firework displays.
    It works by adding over 30 different fireworks triggers, which have all been set to launch at specified times, and for varied durations. There are 4 types of lots, with a combined total of 84 fireworks launch points.

    What makes this different than the numerous fireworks lots already on the STEX?

    The main difference is the logic behind the effects. The Automated Fireworks Display Mod creates new instances of the default fireworks effect, which are then programmed according to the launch plan (see the "Logic" diagram above, please don’t show this to Dr Vu).
    One issue of existing fireworks lots is the duration and variety of the launch sequence. With the default effect lasting just 3 simulation days, it only allows the equivalent to launching the grand finale at the beginning! This mod hopes to correct this problem.

    In total the display lasts for 244 simulation days, equating to just over 7min 30sec in real time.

    How is this useful?

    This mod may come in handy for a City Journal, to help your Sims bring in the New Year, or just for plain old festive entertainment. Who doesn’t like a few fireworks once in a while? After all, your Sims are getting tired of the lacklustre display at the Mayor’s house!


    USAGE

    There are 4 “stages” of lots, with each one containing a greater number of fireworks (both visually and based on the number of triggers). For an optimised display, the lots are designed to be placed in a diamond formation, as the below image demonstrates:



    However, this is just a suggestion, and the lots are flexible to being placed in any custom formation, or just randomly scattered throughout your city. Feel free to experiment with using a combination of both the land lots and barges. The land-based lots can be placed on any terrain, and will auto-level on slopes. And of course, the barges must be placed on water. For a more diverse display, place more of each stage type (1-4).

    The display is synchronised based on the game’s simulation date. It’s programmed to start each year on Jan 1, and runs through to Jul 30. This means it’s a good idea to pause the game just before New Year’s Day, setup the lots how you’d like, and un-pause once ready.

    All lots can be placed and bulldozed free of charge, and have a zero monthly cost. They can be found in order at the bottom of the Civic > Fire menu. I thought this’d be a better idea than further cluttering your parks menu.


    BARGE LOTS DEPTH VERSIONS

    One limitation with using effects on water is the issue of depth. A building on water (in this instance the barge model) will appear to float normally on the water surface, but the effects will still conform to the sea bed. This means they’d appear to launch from the surrounding water, rather than the actual barge. To get around this, 5 depth versions have been created, from very deep (5) to shallow (1):



    All versions have the fireworks effects raised (as props), with this being exaggerated for the deeper ones. For example in a shallow harbour area, you may find the Depth 1 version is best suited, as deeper areas may work better with the higher-numbered depths. Each version is equivalent to one press of the game’s “Raise/Lower Terrain Level” tool.
    If you’re unsure over which depth(s) are suitable, I’d suggest to first experiment with all 5 versions. They don’t conflict with each other, and will appear in order in the Civic > Fire menu.


    PERFORMANCE NOTE

    The mod is compatible in both hardware & software rendering, and is designed with performance in mind. For example, using the suggested diamond formation, only at the finale will more than 5 fireworks launch at once. For smoother transitions, it works best with visual effects set to “High”.
    Depending on your computer, and the city size, using more than 5 lots at once may cause the game to lag.

    N.B. The fireworks will not show with visual effects set to “Low”.


    DEPENDENCIES

    The only external dependency is for the barge model of the water lots:
    PEG CSK Barges Prop Pack

    If you only intend to use the land-based lots, this model isn’t required.


    INSTALLATION

    Copy / move fireworks_logic.dat to your "Documents\SimCity 4\Plugins" folder.


    Land Lots

    Copy / move AFDM_Land.dat to your "Documents\SimCity 4\Plugins" folder.
    All 1-4 stages are contained within the DAT file.


    Water Lots

    AFDM_Water_DepthX.dat

    Select the version(s) you’d like and copy to your "Documents\SimCity 4\Plugins" folder.
    All 1-4 stages are contained within each DAT file.

    Copy / move PEG_Channel-Barges_205a.dat to your "Documents\SimCity 4\Plugins" folder.

    It's been a while, but I'm happy to bring you another reskin!
     
    I'm uploading a GLR tram that is modeled after the Green Line trams of the MBTA in Boston, Massachusetts.  These trains have been requested by both deathtopumpkins and novak253. After well over a year, I've followed through on my promise to make it! :D
     
    Without further ado, some specs and info:
     
    Original Model: vester_dk (Special thanks to vester for his 3D model!)

    Background: This tram is based on the MBTA Green line trams in Boston, Massachusetts, USA. The Green line runs from Lechmere in the north to the termini of Boston College, Cleveland Circle, Riverside, and Heath.
     
    To install: Install either the .dat file with “hardware” or “software” on the end depending on how you run the game. To find out whether you run the game in hardware of software mode, click the button with the three dots in the region view and click the computer monitor. Place the correct .dat file in:
    My Documents → Sim City 4 → Plugins.
     
    To uninstall: Remove the file from the Plugins folder.
     
    Renderings:
    Hardware mode: 512x512 – High definition
    Software mode: 256x256 – Normal definition

    Are you fed up with the boring blue grid?

    This package contains a selection of solid colours to replace the game’s default region view background. There are 10 variations to choose from, all compatible in both Software and Hardware rendering.



    In addition, I’ve created matching city backgrounds. These complement the region backgrounds, and replace the 5 PNG files in the game’s “Program Files” plugins folder. Download the zip file named 2-city_backgrounds.zip if you wish to use these, and follow the below instructions.


    INSTALLATION

    Region Backgrounds (1-region_backgrounds.zip):

    Select ONE of the following files and copy / move to your "Documents\SimCity 4\Plugins" folder:

  21. This mod is incompatible with the Persistent Automata Mod
     
    This mod changes the traffic algorithms in a similar way to the [stex='23362']Persistent Automata Mod[/stex] (which I admittedly took inspirational from and find an impressive piece of engineering), but with my own alterations to exemplar code.
     
    The mod forces cars, and other automata including but not limited to trams and rail, to disappear only when driving 30+ tiles or off-screen. Also, it makes the game spawn as many automata items as the game's locked source code will allow (admittedly will not cause large jams in medium size towns, possibly not in towns below 20,000), so larger cities will suffer realistic traffic jams and gridlock in some cases!
     
    Be aware that traffic following NAM puzzle pieces or NWM lanes, for instance, that have traffic paths that do not match up, will disappear regardless of the mod. Also, buses will disappear at bus stops akin to the vanilla game, there is no way to force them not to. This can also happen to GLR and rail, although it is less likely.
     
    There are no dependencies, simply extract into your plugins folder! Make sure it loads after the NAM automata controller and so is in its zzz_RealAutomata folder.

  22. Short description:
     
     
    This override mod replaces the concrete sidewalk on SAM 8 Cobblestone Streets by the same cobblestone texture found on pedestrian zones. (See screenshots.) The main reason for me for making this mod was to improve the look of older districts of a city and having a smooth transition between SAM 8 streets and aforementioned pedestrian zones. This mod does not affect any in-game function, neither of the SAM 8 streets nor of the pedestrian zones, it is merely a visual enhancement.
    Furthermore, I’ve replaced the lanterns on the streets by older looking lanterns. These will automaticly be spread on the sidewalks by the game on all straight orthogonal and diagonal routes, when buildings (both growable and ploppable) are standing there.
    Since several players already use roadtop transit stations (like those from the RTMT), I’ve also created 3 roadtop transit stops that can be placed on SAM 8 streets from this mod, visually fitting the textures. There are stations for bus, subway, and bus and subway combined. For users of RTMT, I’ve added a texture that will replace one of the RTMT’s textures (on the Roadtop SAM 8 stations) to match the textures from this SAM 8 override mod.
     
    For further information, please refer to the readme in the download.
     
    Please read the installation instructions below carefully, because not only is the installation a bit tricky, if this mod isn't installed correctly, it may not work.
     
     
    Dependencies:
     
    -  Network Addon Mod Version 32 or newer: This mod includes the following mod packages required for this plugin: Street Addon Mod. Without the Street Addon Mod, you won’t be able to build SAM 8 streets in the first place. As you may already know, it introduces a big variety of additional networks to the game.

    Installation:

    Step 1: Basic installation
     
    Extract all files to a folder where you will find them. Move or copy the folder z___zSAM 8 Cobblestone Street Override (it is strongly advised to keep the folder name) into your Plugins sub-folder of your edition of Sim City 4 (for instance: C:/Programs/Maxis/Sim City 4/Plugins). You can overwrite any previous version of this plugin with the new files.
     
    Step 2: Road textures
     
    For users of default (American) road textures: Remove the file SAM 8 CSO Euro Textures.dat.
    For users of European road textures: Remove the file SAM 8 CSO US Textures.dat.
     
    Step 3: RHD/LHD on roadtop stations
     
    If you have right-hand drive installed: Remove the folder Roadtop Stations LHD.
    If you have left-hand drive installed: Remove the folder Roadtop Stations RHD.
    If you do not want to install the roadtop traffic stations at all: Remove both folders.
    (All stations will work with both RHD and LHD, they just look differently. See screenshot below.)
     
    Step 4: RTMT users
     
    The file SAM 8 CSO RTMT_SAM_Textures Override.dat will override one of the textures of the RTMT, having the texture on your SAM 8 roadtop stations match with the textures from this SAM 8 override mod. (I'm, however, not sure if this requires you to bulldoze your SAM 8 stations and build them again, if this would be the case, please leave me a note here.) If this is not desired, remove this file.
     
    Uninstalling:
     
    To uninstall, demolish all roadtop stations from this plugin in your cities, if you've built some, and then remove all files from this plugin.
     
    Further notes on installation: -  This mod will affect the look of all SAM 8 streets immediately after being installed. It is not necessary to build new streets, and it is not necessary to remove them before uninstalling.
    -  Make sure that the folder containing these files loads last in order to override all default NAM files, or else this mod will not work.
    -  Important note: Sim City 4 apparently handles special characters, such as the “_“, differently than Windows Explorer. Windows Explorer shows files containing the “_“ first, but Sim City 4 loads them last. Changing the above mentioned folder name can result in this mod losing its effect because it will be overridden by the files from the folder “z___NAM“.
     
     
    Compatibility:
     
    Since this plugin requires installation of the Network Addon Mod, it is only compatible with Sim City 4: Rush Hour, or Sim City 4 Deluxe.

  23. Ordinance Overhaul Mod
     
     
    This is a mod I did because of the general lack of interest of maxis ordinances, most of them being useless. I searched for an overhaul mod, but didn't find what I was looking for. A quick learning in the forums, and I made this, it is modified to my taste, it might not suit everyone ...
     
    This mod tweaks and modifies ALL ordinances. The general goal is to give more power to ordinances, making a true impact on your city, both in good and bad effects, and introduce the old parking fees (instead of the CPR training). I also replaced the ordinance descriptions by a list of their effects for more clarity in game (as seen in the 2nd screen).
     
    Installation :
    Unzip & drop in your Plugin folder, located in your documents (User\Documents\SimCity 4\Plugins).
    You have to choose either the full package (OOM - V2.0.dat) in the “Full Install” folder OR choose the ordinances you want in the “Custom Install” folder. I encourage you to take the full package because I tried to make it as coherent as possible, if you only pick a few thing, coherence will be broken.
    If possible, make sure this mod load AFTER NAM, otherwise, the clean air act will be overwritten by NAM custom version, the best way is through folders correctly named.
     
    Dependencies :
    NONE (it’s just a mod after all).
     
    Conflicts :
    This will conflict with ANY ordinance mod such as Carpool Incentive Program Ordinance Fix, SuperSim Jackpot Lottery Ordinance or Super Demand Ordinance.
     
    A word on NAM : NAM modify the Clean Air Act to make it reduce the pollution by car traffic by 60%, which is MASSIVE, I decided to take another approach, and distributed the bonus on various other ordinances.
    If NAM is last in load order, NAM version of the ordinance will overwrite mine, to have this mod running completely alongside NAM, it must be loaded AFTER the “NetworkAddonMod_Traffic_Plugin_Z_X.dat” where X is the simulator you choose (medium, low high, etc …) in your NAM folder, easy way is to put it the auto created ZZZZ_NAM folder.
     
    Finally, a big thanks for all the SimCity community, for all the tutorials, and Ilive for his reader !

    This package contains texture overrides which will add Moonlight's Super Light Asphalt sidewalks to Tram in Street and a Rural GLR set compatible with Magneto's Super Light Asphalt Mod. This mod is designed to be used as an AddOn for Magneto's Super Light Asphalt Mod, although it will work stand-alone also.

    The included textures are all Euro versions and LHD/RHD options can be selected.
     
    Load Order

    To ensure these files load after the NAM, please ensure you copy the dat files in the zip file into the same folder as Magneto's Super Light Asphalt Mod. For stand alone users, please check the readme for further instructions. Also note it will need to load after any mod that changes the textures of Tram in Streets. Choose only the LHD or RHD file where both exist, and again refer to the readme for more specific instructions.

      5x5 is even more uncommon in my mind especially when it comes to custom content.

      As for the building they're amazing and some of your best work, and the fact they came out at the time CS was at its lowest point in the STEX I think these are a worthy addition.

      About 20 mins to render.  Lots of water tiles open for island building.  The beaches are smooth and waterfronts good for building large cities with ports.  The arrangement of tiles is not random but optimized for city organization.  The transitions in elevation follow natural contour lines.  The overall texture is smooth.    This is a good map for a long term project of building a large region of cities connected by sea, land and air.
